Photo Radar on Bishop Grandin Still Confusing Motorists

I used to think that if you got a ticket from the photo radar you deserved it. I recently got one and was prepared to pay the price until I looked a little closer. In the picture taken there was no evidence of construction at all. My speed was 76, so I was obviously either decreasing speed to approach the construction zone or accelerating to leave one. As far as the ticketers were concerned I didn’t slow down fast enough or I sped up too quickly. I’m all for ticketing those who deserve it…but come on! Lets punish those who put others’ lives in danger…not bend the truth to ticket as many people as possible.

We checked with the city regarding this specific situation. A spokesperson said, “There is an ongoing Capital Project on eastbound Bishop Grandin Boulevard between Lakewood Boulevard and Lagimodiere Boulevard. The curb lane is closed in this area for construction and they are scheduled to be paving next week. The lane closure is expected to flip from the curb lane to the median lane after the long weekend so that the median lane can be rehabilitated. There is a full time 60 km/h speed limit in effect in the construction zone in consideration of the proximity of workers and barricades to moving traffic and differences in roadway elevations due to construction.”
These are similar circumstances to what the city told us back in June regarding photo radar being present on Bishop Grandin near the Pembina Highway offramp. Now you know.

I think this is the first time a photo radar vehicle has been seen with the back passenger window rolled all the way up.
Rules say the vehicle MUST identify itself as a PRV, but conveniently doesn’t specify where that sign must be placed on the vehicle.
Very greasy.

I just recieved one for doing 74 in a 60 zone on EB Bishop Grandin east of Shorehill. it was taken on a SUNDAY evening at 19:35 on Aug 16, 2009. Ok, let’s do some math here…
Sunday: NO CONSTRUCTION WORKER WORKS WEEKENDS, NEVERMIND SUNDAYS!!
EVENING: NOBODY IS ALLOWED TO WORK AFTER 6 P.M. unless working in the restaurant or Gas industry! Winnipeg By-Law.
PHOTO: IN the photo, there is CLEARLY NO SIGN OF CONSTRUCTION OR ANYTHING RESEMBLING CONSTRUCTION OR POSTED SPEED LIMIT SIGN!!!! AS FAR AS I KNEW THE POSTED LIMIT IS 80 KM/H On BISHOP GRANDIN!!!!!!!!
Plus regarding a previous comment by your staff…
SCHEDULED TO BE PAVING NEXT WEEK!!! Honestly! WHY ARE THEY TAKING RADAR TICKETS IF THEY HAVEN”T EVEN STARTED WORKING YET????????

Still debating…Trying to find a way to prove my case. they can’t prove it was me driving. Unless the officer that signed the ticket can facially recognize me, it doesn’t matter. plus there is no evidence that there was any construction in the area in the photo. if there was at least that, i could see it. very greasy buggers these people are. but for the time that it will take for me to plead to the courts, plus the time i have to take off work to do so, it is not really worth it to fight it. i just think it is stupid that now they have to write at least one ticket per shift, in order to recoup some of the costs of the unpaid tickets in february with the same situation as now. I have almost the exact situation as the previous person. Why would you give out tickets in preparation of construction? There was no construction happening, especially on a Sunday after 630pm. This is insane!

I just recieved one for doing 76 in a 60 zone on EB Bishop Grandin east of Shorehill (same area as Michael),it was taken on a Tuesday evening at 18:22 on Sep 01, 2009.
In the photo there is NO sign of construction at all or anything resembling construction.
Question for Michael: What have you done about it? Did you pay the ticket?
