Normally you would be able to drive underneath the South Perimeter Bridge near Cloutier Drive, but the Red River has made sure that doesn’t happen. About four days ago, the road was accessible.
These homes are at risk of overland flooding, as the water creeps up toward the backyard of property owners in south Winnipeg. No sandbagging efforts or dikes are present at these properties, even though the river has moved about 10 feet closer in the last two days.
