One Winnipegger is on a mission to show that traffic lights in the city are both red and green at the same time. The older filament-style bulbs are the culprits, according to John Kamchen.
The freelancer with a local media outlet in town, is working on the project for a technology-based client who wants to study traffic behaviour.
