Mayoral candidate Judy Wasylycia-Leis wants the number of surface parking lots downtown reduced by having the Winnipeg Parking Authority oversee the development of more parkades.
Speaking Thursday at the top of the Tavern United pub, the former NDP MP said the cash would come from the sale of the Winnipeg Square Parkade, which the city sold in November 2009 for over $20 million.
Wasylycia-Leis also pledged tax incentives for owners of surface parking lots to build multi-level structures to handle more vehicles.
Mayor Sam Katz is scheduled to make his own announcement at 1 p.m.
