P3 Suggested for New South District Police Station

A new $18 million police station in south Winnipeg should be built through a public-private partnership, the city recommends.

Also known as a P3, the project would be constructed, financed and maintained through joint funding from the public and private sector, saving taxpayers over $10 million.

Shelter Canadian Properties Limited (SCPL) is being recommended as the successful proponent as the result of a request for proposal put forward in the fall of 2011. The city would lease the land to SCPL, which would then sublease the land and the building to the city for a 30-year-term with two, 10-year options to renew. At the end of the lease, a fully-maintained station would be turned over to city ownership.

The police station would be located at 2321 Grant Avenue, replacing the existing District 2 (210 Lyle Street) and District 6 (1350 Pembina Highway) stations.

The report will go before the standing policy committee on property and development on June 12.
