Fielding Lays Out Plan to Rebuild Civic Trust

Councillor Scott Fielding has introduced a five-point accountability action plan to rebuild trust within the City of Winnipeg.

“Rebuilding trust and transparency is important and we need to take specific measures to strengthen accountability and increase oversight in government operations,” Fielding said in a release.

The St. James-Brooklands councillor has been outspoken in recent months of decisions being made at the civic level. While not yet announced, it’s expected he will also run for mayor in 2014.

“It is my hope that these measures, if adopted by council, will be the first step to regaining trust from our citizens.”

Fielding’s rebuilding trust action plan:

  1. Establishment of office of ethics and accountability
  2. Whistleblower protection bylaw
  3. Lobbyist registry
  4. Referendum on select major capital projects (4 per term of council or an average of 1 per year)
  5. Treasury board — to track and monitor expenditures
