Winnipeg police have arrested two people in connection with disturbing videos and photographs of animals being tortured and killed, which were posted on the dark web.

The investigation began in August 2024 after the Office of the Provincial Veterinarian Animal Welfare alerted Winnipeg police to the content. Authorities believe that about 10 cats were involved, some of which had been obtained through social media selling platforms.

Police launched an investigation and determined that the videos were likely created and posted from within Winnipeg. As a result, police executed a search warrant at a residence in the Lord Roberts neighbourhood, leading to the arrest of two people. Evidence was also seized from the residence.

Irene Lima, 55, and Chad Kabecz, 40, both of Winnipeg, have been charged with multiple offences.

While there have been recent reports of deceased cats found in the Point Douglas area, police do not believe these cases are connected and are investigating them separately.
