The Manitoba Progressive Conservatives have filed a complaint with the Commissioner of Elections, accusing Premier Wab Kinew and the governing NDP of violating election laws during the Spruce Woods byelection campaign.

PC leader Obby Khan said the premier breached Section 92 of the Elections Financing Act, which prohibits governing parties from making new spending promises during a campaign.

The complaint centres on a video posted by Kinew on August 21, in which he stood along Highway 2 and announced upgrades between Souris and Deleau, crediting NDP candidate Ray Berthelette. In the video, Kinew urged voters to support Berthelette in the August 26 vote.

Khan said the announcement amounted to an illegal promise meant to sway voters.

“The NDP will do anything and say anything to win, whether it’s illegal or unethical,” Khan said in a statement. “This premier thinks he can operate above the law.”

“No government resources were used,” NDP cabinet communications director Amy Tuckett-McGimpsey told The Canadian Press.

The Spruce Woods byelection takes place on Tuesday.
