Winnipeg Mayor Scott Gillingham has released the first of a series of “repeat offenders bulletins“, spotlighting the need for federal bail and sentencing reform.
The inaugural bulletin, released on Tuesday, details a mid-20s offender convicted of 24 violent crimes over 11 years who repeatedly violated bail or probation, including committing a carjacking in June 2021 while released on bail for an April 2021 shooting.
Gillingham says the case demonstrates how current bail laws allow repeat offenders to reoffend, putting residents at risk. He also cited August 2025 statistics: 178 individuals already wanted for warrants or bail violations faced new charges, including seven assaults against people they were ordered not to contact.
“That’s the reality of weak bail laws — violent crimes that could have been prevented are being committed in our communities,” Gillingham said.
All accused individuals are presumed innocent until proven guilty.
