Manitoba RCMP have charged a former municipal chief administrative officer following a two-year fraud investigation.
Amber Fisher, 40, of the RM of Grandview, has been charged with multiple offences related to an alleged fraud scheme against the Municipality of Gilbert Plains.
Fisher has been under investigation since 2022 after the municipality reported suspected financial irregularities. Authorities allege she defrauded the municipality of more than $500,000 during her employment.
“Any time you have an investigation of this duration that reaches the charge stage it’s a major milestone. However, the work is not complete,” said Constable Ricky Perkins, Manitoba RCMP cyber and financial crime unit.
“We realize for the people affected, a lengthy investigation can feel as if there is no progress being made. In reality, there are many investigative steps taking place behind the scenes, and we’ll continue to work with the Dauphin RCMP Detachment until it’s conclusion.”
Authorities reviewed financial records, interviewed witnesses and gathered other evidence, culminating in charges of fraud over $5,000, theft over $5,000, and using proceeds obtained through criminal activity.
Fisher has been released on conditions and is scheduled to appear in Dauphin court on March 18, 2025. The investigation remains ongoing.
